[EXPLAINED] Can my referral cashout on my paypal account ?

Just wondering if this ok. since I promise to pay my referral if they click for me but the paypal seem need to verified first and not all people will verified their paypal. and I afraid I will get banned for multiple account or using same paypal account for cashout.
